The lack of relaince on gadgets as a plot device is one of the distinctive factors of From Russia With Love. However, Bond does get a couple of gadgets and SPECTRE's minions have some of their own.
Attaché Case:
Desmond Llewelyn makes his first appearance as Q (he's referred to here as "the equipment officier" in the film and "Major Boothroyd" in the credits though) in the film. His character had yet to materialize into the scolding and disapproving Q that most people are familiar with, but his scene is still somewhat memorable.
Q gives Bond a plain black attaché case equipped with some nicely concealed interesting extras. These include two slithers of gold sovereigns (25 on either side), extra ammunition, a knife hidden in the side, and a magnetized tear gas cartridge disguised as a can of talcum powder. Also included is a folding sniper rifle. The latches are modified so that if one opens them the normal way, the tear gas will be released in their face. Opening an alternate way, which Q demonstates, prevents this.
Camera Tape Recorder:
Bond uses this audio tape recorder concealed in a camera to question Tatiana while making it look like she's only posing for pictures. The resulting tape provides quite an embarassment when M and others listen to it back in London, as Bond begins to reveal an encounter with himself, M, and an exotic lady in Tokyo.
Enemy Gadgets:
SPECTRE seems to be into concealed weapons as well, as all SPECTRE agents are equipped with shoes that, when clicked together, produce a poison tipped knife from the front. Morzeny uses this to kill Kronsteen for his failure and Klebb attempts to kill Bond in the same fashion.
Red Grant is also equipped with an ordinary wristwatch which produces a length of retractable wire to strangle his victims. Bond almost dies at his hands this way.
